&lt;p&gt;You probably are refering to the article in the March issue of &quot;Field Artillery&quot; magazine which documented this event.&lt;/p&gt;
&lt;p&gt;WP was used only by Artillery units and not by Tact Air in the form of a Mk77. Besides the traditional uses of this ordience it was also used to flush out enemy troops and against a structure.&lt;/p&gt;
&lt;p&gt;All the uses of WP that occured in Fallugah were with in the rules of land warfare.&lt;/p&gt;

&lt;p&gt;As far as I know WP or Willy Peter is used as a white smoke marker by Artillery and Mortar Crews to mark target for air strike. White Smoke marks the enemy position, colored you own. Gun crews hate usinf WP, it&#039;s crossive and the projectals tend to leak.&lt;/p&gt;
&lt;p&gt;I can see nothing unusual about it&#039;s use as a marker, I&#039;m sure it was used. As a weapon to attact targets with, I don&#039;t think so, CBU&#039;s are much more effective and you can enter the area right away, just don&#039;t step on or kick a yellow object.&lt;/p&gt;
